Arthur Joseph Libertucci Jr.'s Obituary
Art Libertucci, Jr., 78, passed away peacefully at his home in Ashburn, Virginia, on December 24, 2025. He was born on July 18, 1947, in Providence, Rhode Island.
Art was raised in Rhode Island and graduated from Providence College in 1969 with a Bachelor of Arts in Political Science and Government. He later earned a Master of Business Administration in Business Management from Monmouth University in 1984 and was inducted into the Delta Mu Delta Honor Society.
Art devoted more than 40 years to public service in the alcohol, tobacco, and firearms regulatory field. He began his government career in 1970 as a field inspector with the Bureau of Alcohol, Tobacco and Firearms (ATF) of the U.S. Department of the Treasury in New York. Over the decades, he served in numerous executive and leadership roles within ATF, earning widespread respect for his sound judgment, professionalism, and ability to lead through complex regulatory and organizational change.
In 1997, Art was appointed Assistant Director of the Office of Alcohol and Tobacco at ATF. His career culminated in his appointment as the first Administrator of the Alcohol and Tobacco Tax and Trade Bureau (TTB) when it was launched by the U.S. Department of the Treasury in 2003.
As Administrator of TTB, Art guided the agency through its formative years, establishing a culture rooted in fairness, accountability, and cooperation between government and industry. He retired from federal service in 2005, leaving a strong and lasting foundation for the agency.
After retirement, Art served as an independent consultant and principal of AJL Consulting, and later as a senior consultant for The Buckles Group, providing advice to executives of some of the largest U.S. alcohol and tobacco producers, distributors, importers, and trade associations regulated by the TTB.
Art was preceded in death by his parents, Arthur Joseph Libertucci, Sr. and Concetta Anna (Campanella) Libertucci.
He is survived by his loving wife of 52 years, Linda Martha (Leone) Libertucci; his daughters, Linda Joan Libertucci of Richmond, Virginia, and Audra Reed (Ryan) of Berryville, Virginia; and his three beloved grandchildren, Shaine, Wyatt, and Marley Wallace, who brought him immense pride and joy. He treasured time spent with his grandchildren and cherished every moment with family.
Art loved sports and was a devoted fan of the New York Giants and the Boston Red Sox. He enjoyed golfing, fishing, and spending time on his Boston Whaler boat, finding peace and pleasure on the water. A talented cook and knowledgeable wine connoisseur, Art took great pride in preparing meals for family and friends. He was also a devoted cultivator of bonsai plants, carefully tending some for more than 30 years—a reflection of his patience, attention to detail, and appreciation of craftsmanship.
Art will be remembered for his integrity, leadership, fairness, and steady judgment, as well as his deep devotion to his family and lifelong commitment to public service. His warmth and dedication—to family, friends, and colleagues—touched all who knew him. He will be deeply missed and fondly remembered by those whose lives he enriched.
The family will receive friends on January 7, 2026, from 4:00 to 7:00 p.m. at Loudoun Funeral Chapel in Leesburg, Virginia. A service will be held on January 8, 2026, at 11:00 a.m. at the same location, followed by a brief graveside service at Hillsboro Cemetery.
