Bill (and Paige!) were dear and devoted friends to my parents Ruth and Bill who have also now passed away. Foremost in this moment I am remembering that Bill (and Paige!) took the time to drive from Leesburg regularly to visit my parents in Martinsburg when my father was so I’ll with Parkinson’s that it was hard to impossible for him to get out? And my mother was confined as his constant caregiver. Bill was a true, devoted, and loyal friend, quick with a smile and bawdy joke! Bill and Paige were part of my parents lifelong crew of close friends, having met them soon after marriage. I have many warm recollections of summers 🌞 at the beach with them, seafood 🦞 cookouts, kids running everywhere, good times and laughter abounding! Thank you so much Bill for all you have given this world in Love ❤️, Smiles 😃, and your noble work as a lawyer for justice s ⚖️!!!! May your spirit be now soaring 🪽 and joking and having fun with Mom and Dad!!! LOVE YOU 🥰 BILL! Sweetest condolences to Paige, Brady, and Lindsay, and the rest of your family. 💜💜💜

I loved working with you at LCPS and was always impressed by the expert counsel you gave to keep our projects moving forward. Mr. Chapman to me in the office out of respect and admiration. I will be forever grateful to everything you taught me. Too many professional memories to list but witnessing advice to several certain friends/colleagues was always a lot of fun. Our friendship in your retirement years meant the world to me. I will miss the phone calls and our lunch outings filled with conversations of family, friends and personal adventures. I think our last lunch a couple of weeks ago was perhaps one of best. A mid-day run for oysters at Ford's. I think it was one of your favorites and I was glad we got the chance for lunch one last time. My condolences to Mrs. Chapman and the family.

Bill was a good friend as we shared four years at Martinsburg High together. Bill and I were in the same classes since we took the same curriculum, and we were in the same clubs together. He was a great friend, and we enjoyed a lot of activities together. I remember Bill called me while he was in the service, and I was at the University of Miami. He was in Miami for the day, and we talked at length on the telephone. My heart and prayers go out to his family.

Bill Chapman was one of the nicest and easiest going kind of man I think I knew. At the same time he was an excellent lawyer and assisted me when he was with the LCPS when a serious discipline issue arose. You could take what he told you to the bank. I remember him fondly as a tennis partner with his wild swing... always laughing and enjoying the game. Paige, Brady and Lindsey my heart goes out to you all...he will be missed. Ellen Fein

Like all of us our age we were blessed to be raised by the greatest generation in Almost Heaven WV. Bill was a real 50's kid. Played touch football in the middle of Virginia Ave. with his brothers taking time outs only for cars to go by. Sled rides down New York Ave. hill in the winter, no helmets, just a toboggan. Holding on the bumper of cars to get back up the hill! Come spring break out the Red Rider BB guns for a little target practice. Went to Winchester Ave. school for 8 years and 4 years at MHS with him and don't recall any trouble he was in. He was a up front guy and good friend always enjoyed life as we all should. Looking forward to meeting him in the real Heaven. Blessings to his family I am sure he will be missed, just enjoy the memories. Bill Easter (no. 2) MHS 1958.

Chappy was one of the first partners I ever worked for, he took me under his wing and was the best boss and lawyer. He was always positive, funny and will always remember his “Mornin’ Kimmy” every time I got into the office. I loved him and admired him greatly and I wish his family peace and solace during this time and send my very very best to him them all from England.
