Elvira was an excellent soldier and beautiful human being. It was my honor to work with her during my time in command of the New York City Counterdrug Detachment of the New York Army National Guard. A true professional and a friend. Rest in Peace my friend - until we serve again.
The world is a little less brighter without Chief Noel in it. A staunch supporter of her "troops," she was someone who balanced the mission with the human element. As one of her troops, I respected her, as her friend, I valued the gift she was to so many, as a fellow retiree, I enjoyed reminiscing, as a Christian, I know I will see her again.
My deepest sympathies to her family, I know her legacy will live on through all of the lives she touched.
