Nancy: I just heard of Todd's passing. I always remember Todd's rapier wit and jovial laughter. One of my favorite memories was my hidding behind a wooden fence in Frankfurt, he was trying to air out his sleeping bag by putting it over the fence. I kept tossing it back over, it was windy that day, and he kept cussing and throwing it back over, which of course required me to throw it back over, this went on for several minutes. Eventually some of his buddies came around to see what was happening, which of course they told him, there was nothing a miss, it must be the wind. Eventually he got something to stand on to look for himself and he saw me waiting. He bellowed and laughed heartedly. Todd was bigger than life. I am saddened by his passing and consider myself lucky to have known him. God be with you. Scott Shumate

Miss Nancy, I'm so sorry to hear about Todd. The COVID pandemic's stay at home policy has given me the reason to write up my Memoirs of the my time at the Agency. While talking to the Publications Review Board last week about my writings, they told me about his passing. The 20 or so years Todd and I worked together were very "interesting" to say the least. His great sense of humor was an attribute we could always count upon even when the situation was grim I will surely miss him as many other will too.

Dear Nancy and Family,

We are shocked and saddened to hear of Todd's passing. I worked with Todd in Reston back in 2004-2005 and I will never forget his great sense of humor and his fabulous laugh - especially to ridiculously silly jokes! He was a great leader and always showed that he cared for all. He will be greatly missed.

I am so sorry to hear of Todd's passing. He was a great patriot and national security leader with a great sense of humor. Todd was a real character in the very best sense. Whenever I would see him he'd have a wry smile on his face letting you know there was a lot of stuff going on inside his head. He and Nancy were clearly a match made in heaven, a real partnership. My sincerest condolences to Nancy and the family.

Todd brought a great deal of well-timed and appropriately healing humor to a mission that was often brutal and on occasion deadly. I used to joke with him that he was secretly French due to the massacre of his Italian heritage family name by a clerk at Ellis Island. He never let anyone get too full of themselves because he was always humble and self deprecating -- despite rising to the highest ranks and titles he was always just a line officer devoted to technical operations and taking care of the troops. He (any many like him) would never even think of having a senior (SIS) Agency photo until it was made mandatory circa 2005. He was deeply devoted to his wife and his family, they were the only subject that was strictly off limits for all of the jokes, stunts and skits that we needed through the years to keep our sanity. His passing will be remembered by so many because he had an impact on all of us. I am confident he is telling St Peter a joke or remark that has never been uttered at the pearly gates.

I was so dismayed to hear of Todd's passing; I am still in shock. Todd and I always had a great laugh over how I always wore jeans and short sleeve shirts when he was always impeccably dressed! He always asked me why and my answer always was, "I have no desire to be a SIS!" And then we would each walk away from each other laughing like loons. And Todd had a wonderful, deep and booming laugh. It was always wonderful to see him and hear him give me grief. I will miss the big guy!

RIP true friend and family. We lived, served and worked with Todd , spanning a period of almost 40 years, both in the United States and overseas. We always found Todd to be a great contributor to the mission of the U.S. Government, a patriot, and a very close friend, with a will of steel and a heart of gold. We loved him and his departure from this earth will be felt for a long time by all those who knew, worked and served with him. We miss you already and hope you're not trying some of those tricks in heaven that you use to run against me; and sorry I didn't believe you when you told me my truck was on fire in the HQS garage........
